The Effectiveness of Site-Based Management in Jackson

Site-based management has taken upon the persona as being a type of “school reform.” This is very true in the sense that it fashions a course of action that greatly affects the organization in which it is implemented. One authority intimates that site-based management seeks to transform schools into communities where the appropriate people participate constructively in major decisions that affect them(David 1994). This is quite a veracious inference simply because it brings schools, communities, and central offices to the cognizance of the concept, participatory. This concept reigns as one of the key, if not the only, entity of site-based management.

Site-based management also seeks to empower communities and educators. Representatives of these areas are chosen to help fortify schools by helping to prepare them to meet the needs of their inhabitance. They all have a voice but the voice should speak of enhancement which we bring about meaningful and noticeable change. This is not to suggest that they are bosses but it is to say that their minds should always be centered on the progress of the organization.

Site-based management cannot be fully understood without taking into consideration its Internal and External Elements. First, let’s focus on the Internal elements.

It should be understood that without a school and community culture that supports ongoing learning, student achievement is unlikely to improve. The challenge is to open avenues for informed conversation and for becoming informed. Ultimate accountability rests on the ability of individuals to influence what is not working (Wiggens 1993).

To the question “Who decides what?”, the sound decisions are made by those who are informed about and care about the issues and who know the context in which the decision will be carried out (David 1994). It should be considered that participatory management does not mean that everyone decides everything. Some decisions are best left to the professionals in the school, some to parents, and others to students. Site-based management means that all decisions are appropriately made at the school level. Schools belong to larger systems such as districts and states that must provide a strong center if decentralization is to create something other than anarchy (Murphy 1989).

The findings in this research study will give insight for school districts who are seeking or considering the idea implementing site-based management within their schools. The research will highlight the pros and cons of this concept which will definitely determine its likelihood for success or failure.
