Browth of German Nationalism


            This essay will explain the progress and failings of the German nationalist movement between 1815 and 1850. No unification was achieved during this time, however important progress was made that would aid the growth of the nationalist movement. It will examine the aspects of nationalism in Germany that did grow in this time and will also consider the many obstacles and failings of the movement that needed to be overcame to ensure a unified German nation. To understand why there was a nationalist movement, first the situation of the individual German states in 1815 has to be understood.
             In 1815 there was not a unified German state. Instead there were 39 separate German states which were set up by the Congress of Vienna in 1815 after the defeat of Napoleon. This loose association of independent states was called The German Confederation of the Bund. Before the war with Napoleon there had been 300 individual states, When Napoleon invaded these states he rearranged them into only 39 larger states, this was very close to how the were organized by the Congress. The creation of this association by the Congress was not intended to be a step towards a single unified German nation. In fact it was created with the same plan in mind as Napoleon had; to deliberately block the unification of the German states and to make their control more manageable. This was the second clause of the Constitution of the Confederation created by the Congress of Vienna:.
             That the Confederation's purpose was the "maintenance of the independence of the individual states.".
             The Confederation contained larger and more powerful states; Prussia and Austria. At this time Austria was not growing economically and was having difficulty controlling it's large empire as groups like the Slavs and Serbs were demanding national independence. Therefore its leaders saw nationalism as a threat by and something to block. Austria also had an autocratic government and had no parliament, Prussia on the other hand was growing militarily and economically and while it was still autocratic like Austria it was modernizing its system of government.
