Was Louis XVIII successful as King of France? Louis XVIII was king of France between 1815 and 1824. To decide whether he was successful or not, first the word success has to be defined. Success is, in terms of being king, keeping the country running well (socially, economically and politically) and making sure that the French people have the best conditions for life possible, this may mean that they are not completely content. During Louis’s time as king, many important changes and incidents happened for the French people, many of which I feel Louis handled with great shrewdness and intelligence; therefore I feel that as king of France, Louis XVIII was a success. This is because of his attitudes politically, introducing the charter and therefore realizing that France could no longer return to the ancien regime; because he chose ministers who had moderate elements, so France could attempt to recover after war; and because he did his best to avoid any extremes in policy. On the other hand, there is evidence that Louis could have been described as a poor king, with, even though he was not directly involved, the ‘white terror’ and the Ultra government, which had power. In international relations, Louis had many successes in rehabilitating France with other countries. After the return of Napoleon France had reparations of 750m francs imposed on them. Louis had paid them off in three years, and had therefore opened new doors for the recovered France. A good consequence for the French people and international relations was the allied troops left the country after the reparations were paid. This meant that the country felt more independent and recovered as was the view of other countries now. With Louis having managed France to the point of recovery, they were permitted to join the ‘Congress System’ which was the top table of European nations. They met to stop anymore wars, and France was now seen to be sufficiently recovered to be involved. ve been unsuccessful because he did not make plans for a successor to him, as Charles X took France to the extremes, which it did not need to go. The argument that Louis was successful as king is a lot stronger; he had many good thoughts and policies, home and abroad. Louis had a very hard job as king, because France had just lost a war and had a revolution; therefore there was inevitably a lot of unrest among the people. He had learnt lessons from the revolution, where many of peers had not: he therefore created the charter to help unite France. Even though the charter was not perfect it was a good idea, as it set up a parliament to help give the French people more of a voice and established basic rights for the people.
