1. The @LIS Programme, bridging EU and Latin America on IS issues

The cooperation programme @LIS–Alliance for the information society – is the result of the political dialogue between the Heads of State or of Government of the European Union, Latin America and the Caribbean held in Rio de Janeiro in June 1999 and aims at extending the benefits of the information society to all citizens in Latin America and at reducing the digital divide between those who have access to the new information technologies and those who are excluded from the information society.

§ Stimulate the cooperation between European and Latin-American partners.

§ Facilitate the integration of the Latin-American countries in a global information society.

§ Promote the dialogue between all players and users of the information

§ Increase the interconnection between Research & Development communities both regions.

§ Meet the needs of local communities and citizens, as part of a sustainable development.

§ Implement innovative applications that are duplicable, such as compute


The ISN component of @LIS has the general objective of maximising the impact of the Programme in the relevant users communities, by creating, structuring, animating and maintaining a link among:

The challenge to be met by the @LIS ISN action is that around 15-20 @LIS demonstration projects will produce enough involvement of the many actors who expressed an interest to contribute to @LIS: to build up and strengthen a sustainable partnership between Latin America and the European Union by relating networks of stakeholders (national and regional policy makers, local authorities, educational bodies, non-profit organisations, civil society actors), by establishing a knowledge network between the two continents (intensively using the tools and approaches of the Information Society itself).
