Small Arms and Light Weapons Luc Lafrenière was a UN (United Nations) staff member. He said he had a life sentence there but only remained there for ten years. He is now a consultant based in Montréal. Since he did not enjoy working overseas for a long period of time, the UN now gives him short-term assignments, but he is now based in Montréal. His first heading was “Weapons of Mass Destruction” he showed this heading to prove a point. It demonstrated that Small Arms and Light Weapons (SALW) account for more deaths than these weapons of mass destruction. In the conflict areas is where most danger lies.95% of the victims in conflict areas are killed by SALW as opposed to 5% by military equipment, such as: submarines, helicopters, tanks and airplanes etc… In the world there are many wars or conflicts being fought at the moment. But out of the 30 major conflicts being fought in the world more than 90% are interstate, which means being fought within the country. For example, in the Congo there are five rebel groups fighting against each other, plus the government military also. The five rebel groups do not get their weapons legitimately; they get their SALW from countrie
s that do not have access in the office cabinet to get weapons. Also, they are not professional soldiers; this causes conflicts within their own rebel group, because they do not have the proper military training to teach them proper conduct. Also the line of command is weak, there is no soldier discipline, and the person in charge might not have proper control. When the conflict is over it might be very difficult to get the weapons back from the soldiers for two reasons. One, it might be hard to enforce the power on them to give back the guns. Two, it is probably their most expensive possession. Also 85% of these conflicts are exclusively fought with SALW, and after the conflicts some people might re-sell them, a gun is estimated to be sold and resold 5 or 6 times before it is disposed. There is an interesting fast about the United States of America. Although no one knows for certain how many SALW’s there are exactly in the U.S, it is known that there are more SALW’s than there are adults. Also a very frightening statistic is that 5-10% of the SALW end up in the hands of children. It is also an interesting fact that America considers that terrorists are their greatest enemy threat because of 9/11, when they killed over 3,000 people, and 100 people during and after the war.
