Applying the VSM helps in reviewing the organisation thoroughly, enabling a distinctive method that unfolds its complexity and shows how it can transform its structure into a more capable one to face its demanding environment. Inventing the organisation and working out its future, in fact, is the concern of everybody in the organisation at all levels. Everyone should contribute to the process through the autonomous units that they belong to throughout the entire recursion structure. Invention comes out from conversations that take place in all the autonomous units exactly like the way it comes out of conversations that take place at the highest corporate level of the firm. Assessing threats and opportunities and maximising on strengths to overcome weaknesses is the task of divisions as much as it is for corporate management that is to enable distributed strategic management.

Considering that managers at their autonomous levels do live in separate worlds, higher management teams must negotiate the allocation of resources hand in hand while performing the monitoring task. That is to avoid unjustified or unchecked decisions for resources allocations at the normal board meetings. The control function in the VSM requires more than just information transmission, it needs interpersonal communication which reinforces the need for controlling local activities by higher level of management in which MIS plays an essential role. The recursion structure creates separate worlds for both global management and local management. In order not to misunderstand the meaning of the local tasks and not to lose control over aligning the interests of global and local managers, global management of an organisation has an unattenuated access to local situations.
