Because of that the author proposes steps that such institution have to take if they want to deal appropriately with the problem of hate speech on campus. The author also explains how the First Amendment relates to the issue of hate speech.
             I believe that the author has the right credentials to state his opinion about the hate speech phenomena. He is a law professor at the Catholic University of America and his articles are widely available at scholarly journals and at the Journal of Higher Education. This implies that the author is highly qualified to analyze the complicated legal matters that have to be settled in order to deal with the issue of hate speech. .
