Ring, ring, CRUNCH!! One second you’re talking to your cousin in Timbuktu, the next second; you’re up close and personal with an oak tree. Even with a serious lack of statistics, the occurrence of automobile accidents due to cell phone usage is on the rise (An Investigation of the Safety Implications of Wireless Communications in Vehicles; Nov 1997 www.nhtsa.com). Cell phones are a hazard to those who use them while driving, as well as those driving around them. Cell phones pose a very dangerous hazard when someone who is driving an automobile uses them. When a person is talking on their phone, they tend to not pay as close attention to the road and those around them. Another instance when they are dangerous is when someone is dialing their phone, while dialing, they have to look down at the keypad, and so take their eyes away from the road for a somewhat extended period of time. Cell phone users are four to five hundred percent more likely to get into traffic accidents than those who do not use them (NEJM, 2/13/97). There is a nine-fold increase in the risk of fatality given the use of a cellular telephone (Voilanti, 1998, case-control study of data from 223,137

This law will be as easy to enforce as seatbelt laws. Seatbelt laws are enforced when a police officer sees someone not wearing their seatbelt. The cell phones would be treated the same way. This law would also be comparable to the law against carrying a concealed weapon, the very name of this makes it very difficult to enforce. More than anything, this law would allow for more penalties after something happens and hopefully deter people from breaking this law. When cell phones are used properly, they can help save lives, however if they are used improperly, they can also contribute to the taking of lives. When people use cell phones while they are driving, they are distracted on multiple levels. Their eyes and mind are focused, at least momentarily, on dialing the phone.
