Arm Transfers to Iran and Iraq during the Iran-Iraq War of 1980-88 and the Origins of the Gulf WarThe following is a review of the text entitled “Arm Transfers to Iran and Iraq during the Iran-Iraq War of 1980-88 and the Origins of the Gulf War” (Chapter 1,pp. 3-21) from The Gulf War of 1991 Reconsidered by Andrew J Bacevich and Efraim Inbar. The Chapter that is in this review was written by Michael T. Klare who is the Five College Professor of Peace and World Security Studies (a joint appointment at Amherst College, Hampshire College, Mount Holyoke College, Smith College, and the University of Massachusetts at Amherst), and Director of Five College Program in Peace and World Security Studies (PAWSS), a position he has held since 1985. Professor Klare has written widely on U.S. defense policy, the arms trade, and world security affairs. He is the author of many books: Rogue States and Nuclear Outlaws (1995); American Arms Supermarket (1984); Supplying Repression (1978, 2nd ed. 1981); and War Without End: American Planning for the Next Vietnams (1974). Finally, Klare discusses Americas embrace of Saddam Hussein. He tells how the United States, although not directly arming Iraq, facilitated Iraq’s arms build up in several ways. Klare writes that the United States permitted its allies in the region to transfer their own U.S.-supplied weapons to Iraq. The United States also allowed Iraq to obtain civilian products (such as heavy trucks and helicopters), which could be used for military purposes. Klare continues by telling how the United States discouraged it’s allies from providing weapons to Iran, an endeavor known as Operation Staunch, while encouraging it’s allies to sell to Iraq.
