Thirid world development
Third World development is something which is affected by many things directly, as well as indirectly in our world. One thing which affects Third World development greatly is the issue of environment. The negative affects of the environment and its rising concerns and impacts on our world are being witnessed and are becoming more noticeable since the second half of the twentieth century (pg 141) . There has especially been growing concern with the impact of human activity on the physical environment of our world (pg 141) . There are many things that raise concerns and issues about environment in the third world. Things to reflect on, which seem to address these issues and concerns might include; the Neoliberal View, which states the environment is natural capital (p158) ; the People-Centered Development View, which suggests a alternate definition of sustainable development (pg 158) ; and lastly the Global Environmental Management View which attempt to achieve environmental management at a global level (pg160) . As one may evaluate, investigate, and study these issues and concerns addressed by many people in our world, it should be apparent what should be done to correct the incorrect in order to form a world which does not
The environment is a natural capital, is something which the Neoliberalist seem to view the environment as (pg 158) . The Neoliberalist claim that the services derived from air, water, soil, biological diversity, and recreation (the countryside etc.) depend on maintaining those environmental assests intact, or renewing them (pg 158) . The service will decline sooner or later if this is not done (pg 158). This clearly corresponds the distinction between income and capital, where income is the amount that can be consumed in a certain period of time, without being any worse off at the end of that period (pg 158-159). Therefore, to maintain development, and attain a better environment, the economy, and the generating of money is of utmost importance. Time is also an important factor. If the money invested into the development of the environment can be regenerated in a certain amount of time then development is slowly making progress and making an impact on the country. However, if money and time are not invested into the environment and its development, and services and resources are not maintained in a systematic manner, then the country will suffer as its economy will fail. The worsening, corrosion and wear and tear of the third worlds environment has been blamed on countries which are vastly industrial. Supporters of the Neoliberal-view seem to point the blame at such countries the most due to their lack of inconsideration and their vast amount of power. Due to this increasing great amount of power, they have destroyed hectares of land just so that they can benefit from it, inconsiderately, as others suffer. An impediment which countries of the industrial world have failed to see in past and present times is their limitation to developmental resources. The concept of pricing present-day consumption of environmental services, such as waste discharge has found easier application in development policy (pg 159). It is widely accepted, for example, in the form of the ‘polluter pays’ principle incorporated into the pollution control legislation (pg 159). Therefore, something is trying to be done in order to try to control pollution and the loss of resources in certain third world countries.
