Finally, another indicator that his focus is on education is the way Locke has vetoed parts of a bill that would have made it harder for teachers and administrators to retire and then return to work at schools and collect both paychecks and pensions. Since there has been a shortage of teachers they were willing to accept retired teachers.

Locke changed the bill in such away as to make void the section that dealt with penalties for educators to re-enter into agreements. He even removed a section that would have limited the amount of hours that retired teachers can work past retirement (Trotter).
