E-check has been criticized by residents of Butler County for some time. It has been referred to as inefficient, unfair, too costly and even stupid. Many people have complained that their lives have been made harder by E-check. They have said that E-check is a waste of people’s time waiting in line and of their money paying for the testing. Most feel that the test is useless because semi trucks and government vehicles aren't required to be tested. Most people in Butler County have let a few problems with the system overshadow the benefits of an idea that really isn’t all that bad, and could greatly improve the health and quality of life for many people. One of the problems that residents have with the E-check is the price for the test. According to a study by the EPA: most residents feel that the fee of $19.50 was ridiculous. However, the 2001 Annual report of Ohio Vehicle Emissions Testing program indicates that $19.50 is one of the nation’s lowest fees for advanced emissions testing.
