On January 22, 1917, the German government gave notice that unrestricted submarine warfare would be resumed. When five U.S. vessels had been sunk by April, Wilson asked Congress for a declaration of war. A league in wich nations could come together and create a council and keep peace throughout the world. However not too many people were ok with this as France, Great Britain wanted germany to pay for her devastation she had caused. In what became known as the Treay of Versailles the allies demanded harsh demands on Germany to pay back for what it had done. As a resault of this many Germans felt this was unfair and the country was in ruin.
