Examine the Cases of Different Countries.

The concept of populism refers to the political activities or political ideas that are based on the interests and opinions of ordinary people. These interests and opinions usually include the wants and fears of the populous and are used by members of the political stratum to attain political success. Populism in Latin America has varied considerable throughout the years and has always seemed to go hand in hand with the nature of export development as well as the amount of urban and industrial development that each respective country experiences. Unlike populism else where in the world, Latin American populism is very urban focused and usually rests upon export oriented economies and the want of the people to expand their own countries economic development. Such a situation will indefinitely lead to a growth in the working classes within the industrial and urban sectors of society.

Whilst reading on and about populism within the countries of Latin America I found its overall definition quite an ambiguous one. A classic

The ease at which the bill was passed was probably due to the sheer desire for which most Chileans saw as a national right. Previous governments including that of Eduardo Frei (1964 - 1970) tried and failed, and even the rightist stratum of politicians saw no real reason as to why the copper mines should not be nationalised since it accounted for over half of Chile's export earnings. Obviously the US government was a major factor in this situation and was extremely reluctant to be bought out. However, with some clever mathematics and book keeping the Chilean government announced from it's calculations it owed nothing to the US holding companies (Anaconda and Kennecott) but did however, payoff the smaller companies. The US government was not amused.

After the second world war, the I.S.I. programme (import substitution industry) was what most of Latin America adhered to. It was not however, going to be easy for the governments to implement, since one of the first major obstacles for them to overcome was that of the Oligarchies and the hold that they had over the respective countries.

Latin American populism usually goes hand in hand with new types of political forces and economic change. In Chile for example the popular front of 1938 led by the radical Pedro Aguirre Cedie decided that since most of the world had been hit by the great depression a new economic plan was needed in order to keep the economy afloat. The adaptation of the 'growth directed inward model' by Chile (and later by most of Latin America) began in the 1930s with the government turning it's back on the 'export oriented' or 'growth directed outward model' and in it's place began a development of inward directed growth. "This approach to economic development emphasised industrialisation through import substitution. Products that have formally been imported will now be produced domestically, which would create both native industries and jobs for the local unemployed". Since products were now being made within the country instead of imported the balance of trade deficit benefited greatly. This new model also aided the industrialisation process of Chile and helped it prosper socially, as well as achieve economic success. "The industrialisation programmes changed society. Peasants migrated to the cities in search of work, and a working class grew.

However, it is here that we have to be careful. One might think that due to his mass support in the 1930s Hitler could of been regarded as a populist during his rise to power. Whereas, in reality Hitler only appeased a certain type of peoples in the G
