s away for a weekend, Roosevelt commanded Commodore George Dewey, the leader of the American Asiatic Squadron at Hong Kong, to attack Spain’s Philippines in May, 1898. Dewey attacked Philippines’s port of Manila on May 1st, and in August, Manila was captured by American troops. This was the start of the Spanish-American War. After ending his term as Assistant Secretary of the Navy, Roosevelt was also a member of the Rough Riders, who fought in Cuba during the Spanish-American War. Then, President Roosevelt used Big Stick Diplomacy, which was his policy for using the threat of force for international negotiations. Roosevelt also devised a new policy of “preventive intervention,” also known as the Roosevelt Corollary to the Monroe Doctrine (Kennedy, 657). This document stated that the United States should intervene in all future financial problems of the Latin American nations in relation to dealings on the other side of the Atlantic. All of these policies were inconsistent with those of the Progressives because these people were against war and in favor of changing social and political policies within the United States.
