Analysis of a law passed by Congress

For my analysis, I selected House Bill H.R. 1442, Vietnam Veterans Memorial Visitor Center Act, to research. The official title of this law, as it was introduced is “To authorize the design and construction of a visitor center for the Vietnam Veterans Memorial.” This law was passed most recently, on November 17th 2003, when it became public law number: 108-126. Representative Richard W. Pombo from the eleventh district of California sponsored this bill and introduced it to the House of Representatives on March 26th 2003. There were 85 cosponsors to this bill.

From the Thomas Web site, I found the summary and status of this bill and how it finally became a public law, approximately, eight months after it was introduced. This bill was introduced on March 26th of the year 2003, and was immediately referred to the House Committee on Resources. After being review by the committee on resources, the bill was then referred to the Subcommittee on National Parks, Recreation, and Public Lands, on April 9th 2003. The subcommittee held a field hearing on the National Mall in Washington D.C on May 21st 2003. The bill seemed to be held up in the subcommittee for awhile;


it finally had a mark-up session on September 24th, and was ordered to be reported/amended by unanimous consent. A few days later, the bill was amended by the Committee on Resources and placed on the union calendar, both on October 2nd 2003. On October 15th, a movement made by Representative Pombo, was made to pass the bill as amended. The amendment as proposed; would require that the visitor center be located underground. The following day, the bill was passed over to the hands of the Senate, read twice and was placed on the Senate Legislative Calendar under General Orders, calendar number 310. On November 5th, Senator Bennett proposed an amendment for Senator Thomas. The amendment was agreed to in the senate by unanimous consent. Once it was passed in Senate the bill was sent back to the House for more revisions. Representative Pombo asked for unanimous consent that the House agree with the Senate Amendment; members of the House agreed. November 6th, the bill was cleared for the White House, the next day, was presented to the President, and became public law on November 17th 2003.

To start off this political analysis, I will provide some back round information of Representative Richard Pombo, a Republican, of the eleventh district of California, which includes San Joaquin County, and portions of Alameda County, Contra Costa County. Representative Pombo is serving his sixth term as a US Congressman. Representative Pombo is the Committee Chairman of the Committee on resources. Mr. Pombo has been rewarded by several organizations for his activism in reducing government regulations, taxation and spending, including the United States Business and Industrial Council, the National Taxpayers Union, and the Chamber of Commerce.
