Cell phones

Now a days in the world a huge global issue is cell phones. Many teenagers, most if not all, have cell phones. In school cell phones have been banned, but nobody knows when there will be an emergency. For an example the Columbine High School shooting, students were or would be able to call the police. Students should be able to have cell phones on campus as long as they have them turned off and they are not a distraction. This would be safer for schools for two reason. First if there is an emergency students will be able to contact parents faster than having the school be held responsible for contacting the parents of thousands of students.
