             It has been said that,Early United States foreign policy was primarily a defensive reaction to perceived or actual threats from Europe.? The Neutrality Proclamation of 1793, Monroe's Doctrine, and the tariff of 1816 can prove the reliability of this quote. .
             In 1778 America signed an alliance with France saying that they would help France defend the Western Indies during times of war in exchange for their helping the United States gain it's freedom. France called for our help because the British were attacking the West Indies. The Democratic Republicans wanted to honor the treaty because they were Pro-French. Although America owed France for it's Independents, Washington said we were weak economically, militarily, and disunified politically. Washington also said that America needed at least a generation without interference from Europe to grow and if America was to enter a war now it would be a catastrophe. Jefferson and Hamilton argued and almost ever issue yet they both agreed on the tactic of delay, therefore in 1793 Washington presented the Neutrality Proclamation. The Proclamation stated that America would remain neutral and told citizens to be impartial to both armed camps. The Proclamation showed a defensive reaction after a threat of war from Europe because America remained neutral and did not honor the alliance with France.
             When Britain made the Canning proposal Americans questioned Britain's reasons for wanting to ally itself with a militarily weak country like the United Stated. Their suspicions were correct because Britain only wanted to become allies because they were afraid the United States was going to take over Cuba and therefore threaten Britain's ownership of the Caribbean. Adams thought that the proposal was unnecessary and that it would stop American expansion. Adams suspected that the Britain was not planning an invasion of America, for that reason Adams denied the proposal and issued the Monroe Doctrine of 1823 after gaining Monroe's support.
