Senator Patrick Leahy

When looking at Congress and how its members vote, one can start to see patterns in voting behaviors. Members of Congress generally stake out positions on various issues, and vote according to their policy preferences when those issues are at hand. Senator Patrick Leahy is no different in this respect. Senator Leahy has held his office since 1974, and has a long and very steady voting history. The purpose of this paper will be to introduce Senator Leahy and discuss what comprises his policy profile.

Patrick Leahy was born on March 31, 1940 in Montpeiler, Vermont. In 1961 Mr. Leahy earned his B.A. from St. Michael’s College, and in 1964 he earned his J.D. from Georgetown University. That same year, Mr. Leahy was admitted to the Vermont Bar. While in law school, Leahy married Marcelle Pomerleau. Since then, they have had three children: Kevin, Alicia, and Mark. In 1974, Leahy became the first Democrat to win a United States Senate seat from Vermont; furthermore, he was the youngest person elected from the state. Now residing in Burlington, Vermont, Senator Leahy has served five consecutive terms in the U.S. Senate. During his tenure, he has championed many causes and served on many committees. The internet is another issue that Senator Leahy is very passionate about. Known as the “cyber senator”, Leahy has been a great champion for the internet. Leahy is the co-founder and co-chair of the Senate Internet Caucus, and was one of the first senators to go online. “As co-chair of the Senate Internet Caucus, he fought to liberalize the rules on the export of encryption devices. Leahy was also integral [in] the passage of the No Theft Act, and the Digital Millennium Copyright Act, which protected software copyrights.” Senator Leahy’s voting behavior, where the internet is concerned, favors the internet with some governmental regulation. He does not believe that rigid federal laws need to be in place for some aspects of the internet, because many states already have such laws. In addition, on July 27, 2000, The Business Software Alliance honored Senator Leahy with their Cyber Champion Award for his continued support for their industry.

Protecting medical privacy is another issue that Senator Leahy has been an advocate for. Leahy chairs the Senate Democratic Task Force on Privacy, which seeks to protect the privacy of medical and financial records. In 1996, Senator Leahy introduced a piece of legislation known as the Medical Information Privacy and Security Act, which would be a comprehensive federal health privacy law. The legislation would provide individuals with access to health information of which they are a subject, ensure personal privacy with respect to health-care-related information, impose criminal and civil penalties for unauthorized use of protected health information, to provide for the strong enforcement of these rights, and to protect States' rights.
