Our boundaries are being infiltrated by immigrants who may have malice on our state. The Immigration and Nationality Act allows for many to enter the country under varied conditions. At this point in time, those who wish to be residents of the United States are admitted freely, should they have immediate family in the country. Others, or nonimmigrants, are allowed in through work, student status, or visitors and are allowed citizenship after five years. Refugees are also allowed admittance into the country for reasons ranging from political and religious persecution to the fear of such. By opening our doors to so many with so little reason has severely affected the security of our nation. It was revealed in March, that two men, the possible pilots of the planes which flew into the Twin Towers in New York, were allowed admittance into a flight school in Florida while holding visas as visitors to this nation. This is only one case that's been brought into the open, but there is still the possibility of threat to others who have entered the country and are simply waiting for the right moment to strike. Set in this context, this intermediate interest can be considered an A-level interest as it is too easy for anyone to enter into the country with visas. The risk of allowing possible threats into the country, which might lead to events such as September 11th, is great enough to bring this concern to A-level. As more people are allowed into the country, the human development of the American population, which includes economic well-being of the United States is also tested. As the population grows, the economic well being of the state is pushed.

After much thought and careful deliberation, though options B and C would be ideal if time were an option, it would be more feasible and much more immediate if option A was put into action. The threat against national security is taking place now, therefore action needs to be taken right away. If this decision could have been made ten years ago, when there was time to implement a division and staff for such a large task as set in options B and C, then that would be the road to take. As it is, the state has already been hurt by a few who've managed to slip through undetected. We can not afford to have it happen again. With the risk of war in the future, the state needs to ensure it's security now.

Option B: This option is feasible, through public agreement and ability, though cost is an issue. In order to create a new department within the INS, the state would have to produce money with which to fund the cause. At the present time, the administration is increasing the agency's funding from $5.6 billion to $6.3 billion to add more staff to the immigration services1. This addition might appease the public more universally than other options. It isolates the major problem with immigration and works said problem. It is restricted by our own constitutional rights, such as infringing on private lives. This option will not stop possible problems in the future, but it will reduce them significantly.
