Most other parts of the world fail to serve as an adequate example for the United States in terms of promoting equality. In Europe there have been numerous anti-immigration laws, such as the Schengen Treaty, which contains extremely tight immigration policies that criminalize and penalize non-white refugees. These so-called criminals are subjected to a new class of suspicion laws, which allow them to be stopped, questioned, and even arrested. They may even be thrown into special immigration prisons called "transit centers." Black people are routinely beaten and killed in France, Britain, and other parts of Europe as a deliberate social class measure, similar to many incidents in the United States. In the United States and in many European countries, there has been a growing trend of the emergence of hate groups and consequently hate crimes, which are clear indicators of balkanization. According to Youth Against Racism in Europe, in 1995 there was a total of 130,000 reported cases of racist attacks in Britain. In the United States, there have been hundreds of additional groups organized that encourage White supremacy and hatred towards minority groups. Between 1990 and 1993, violent hate crimes within the United States were reported to be at record levels. As was said in "The Color of Fear", "Driving near pickup trucks with gun racks...the fear is still there, because it happens, not to me, but to people who look just like me." This quote reveals that the fear of hate crimes is indeed still present within minorities. Most hate crime incidents involve Anglo group members attacking minorities, yet ironically there have also been cases of minorities attacking Anglos and even minorities attacking other minorities. Hate crimes manifest because the dominant members believe that immigrants weaken the economy and are incapable of ever integrating. Ironically, Europe and the United States' economic prosperity was partly created through the exploitation of many generations of minority slaves and immigrants.

Institutional discrimination has played a major role in the segregation of America. Institutional discrimination is indirect racism that prevents minorities from advancing up the economic ladder. For example, many Hispanic students are forced to drop out of school because they have to work to support their families. Without a high school diploma, they have a difficult time moving into higher paying professions. If they do get a job, minorities are usually the first fired during an economic recession.
