NAFTA

The North American Free Trade Agreement, or NAFTA, began on January 1,

1994. It will eliminate most trade and investment barriers between the United States,

Mexico, and Canada over a fifteen year period. This agreement is built upon the

agricultural provisions of the US-Canadian Free Trade Agreement signed in 1988 and in

effect since 1989. Congress approved NAFTA in November of 1993, but all such

agricultural provisions won't be in fully applied until 2008. With a few exceptions, tariffs

on agricultural products traded between Canada and the U.S. were removed before

Supporters of NAFTA said that it would lead to an increase in American jobs

because free trade would cause US exports to Mexico and Canada in high-wage

industries. Some said NAFTA would build a stronger democracy for Mexico, leading to a

more modern economy. Former Presidents Clinton and Bush, along with former Secretary

of State Kissinger declared that "Mexico's economic development merited NAFTA


extremely low wages, and high productivity. They backed this with the fact that the

"negative impact on Mexican workers as well" (3) has resulted. Although several hundred
