The quote Courage is resistance to fear, mastery of fear, not absence of fear means that one has fears that they are overcoming or need to overcome. Not meaning that one has overcome all of their fears leaving them with nothing to fear.
Courage is the state or quality of mind or spirit that enables one to face danger or fear with self-possession, confidence, and resolution; bravery. Therefore, if one does not have any fears to face then they do not have courage.
Fear is a feeling of agitation and anxiety caused by the presence or imminence of danger.
I believe that everyone has a fear of at least one thing.
