The only things that were considered hate crimes are killing done by a group because they hate another group, like the Ku Klux Klan or the Nazis in World War II.

If a group decided that they do not want blacks living on their block, they may decide to throw a rock through the window of a home owned by a black person. Their intention is to send a message not just to that one person but to all blacks living nearby, sending a message that their presence in the neighborhood will not be tolerated. On the other hand, if a window is broken in a simple act of vandalism, the people who threw the rock typically do not care about whose house they threw the rock at; they just did it for the sake of vandalism.
