In Book II Milton concentrates on the geography of hell and the motivation of the demons. Satan wanted to be equal to God because his character is portrayed as the all mighty ruler and therefore, he has more power. He did not want to be under the rule of God any longer. Satan holds a meeting at the unholy temple called Pandemonium to settle on a way to get back at God for their punishment. In Book III Milton focuses on the Son and the decisions he makes as he is watching the turmoil that is unraveling in Hell. The Sons’ motives are to do what God has ordained. While much is going on in Hell, God is holding a meeting as well. The council in Heaven is serene, while Hell is going through “palpable obscure”( line 405) and the devil is frustrated with argue and debate that came along with his disposition. Milton was trying to portray that the darkness was so thick that you can touch it and feel it. God asks “which of ye will be mortal to redeem”(line214), but no one volunteers. Eventually, the Son knows what has to be done, so he takes the job upon himself. He is to redeem man of the sins that are intimately being observed from above. The same thing happens in Hell. Satan asks for volunteers to seduce man into committing sin, but no one volunteers. Satan himself takes the duty upon himself as well. The Son and Satan are equal on some terms and both want to complete the tasks that they had agreed to. God knows and sees all that Satan is doing and knows man will eventually fall for his tricks.
