Powers of the constitution

The constitution grants congress several powers when dealing with foreign states. Two specific examples are war powers and foreign relations powers.

The National government has greater powers in the area of foreign relations than it has in any other area. Congress shares these powers with the President, who holds the primary responsibility of conducting foreign relations with other states. The powers that congress holds in foreign relations come from two very specific areas. They are from expressed powers- such as the war powers and the power to regulate foreign commerce—and from the fact that, as the nation’s lawmaking body, congress has the power to act on matters that might disrupt the security of the nation.

Congress also shares the power of war powers with the president. War powers give congress the power to declare war, to raise and support armies, to maintain armed forces and so on. The passage of the War powers resolution of 1973 gave congress the power to restrict the use of American forces in a combat area where a war is not present.

The liberal constructionist, led by Alexander Hamilton, had led the fight to adopt the Constitution. They favored the liberal interpretation of the Constitution, and a broad construction of the powers that were to be given to congress. As a result, the powers of the Federal Government have grown to a point that would astound the framers.

The constitution gives certain electoral duties to congress- only to be exercised in certain situations. A Few examples of these electoral duties may include the fact that the House of Representatives may elect a president. If no candidate receives a majority of the votes for president- the House of Representatives must decide the issue.

Under the constitution, Congress has the powers of copyright and the powers to issue patents. A copyright is the exclusive right of the author to reproduce, publish, or sell their work. Copyrights are registered in the copyright office in the library of congress. A copyright lasts for the life of the author plus 50 years.
