The Athenian constitution was made in such a way that it allowed the rich ones to get richer and the poor to get poorer. Furthermore, it was the Athenians who had made the constitution for themselves. Bearing this in mind, one cannot praise the constitution of Athens and also the people of Athens. On the other hand, for the reason that they had decided to adopt this constitution and live by it, one has to point out that they had maintained a constitution which the whole of Greece condemned. “First I want to say this: there the poor and the people generally are right to have more than the highborn and wealthy for the reason that it is the people who man the ships and impart strength to the city; the steersmen, the boatswains, the sub-boatswains, the look-out officers, and the shipwrights -- these are the ones who impart strength to the city far more than the hoplites, the high-born, and the good men (Old Oligarch, 1.2).” However, looking at the situation from this point of view, it gives the impression that to have the freedom to express ones believes and thoughts in the magistracies both allotted and elective, was a right that everyone needed to share.
However, the salary given to the juries and other office bearers was very meek, in actual fact the salary was even below than that of a skilled worker who worked every day and got paid on a daily basis.
