In 1972 Title IX of the Education Amendments Act outlawed discrimination based on gender in education, including school sports. Title IX has brought monumental changes for female athletics. Participation in women’s sports has increased dramatically; according to NCAA reports, from 1973 to 1993 the average number of women competing at NCAA schools increased 112.04 percent (1).
Schools also additional funding on women's athletics. In 1973, the amount spent on college sports programs for women for most schools was less than ten thousand dollars. (However, this total underestimates the actual amount because the coaches back then were usually physical education teachers, and their departments paid for salaries and equipment). In 1993 the expended amount for women’s sports increased to almost 500,000 per school, with budgets exceeding 1.5 million at the division 1 level (1). These facts show that Title IX has significantly effected the displacement of funds throughout athletic departments.

Administrators seem to be using a three-staged process for money distribution. First, men’s revenue sports continue to receive the largest portion and whatever support they seek. Second, women’s athletic teams are given just enough money to satisfy the legal requirements of Title IX. And third, men’s nonrevenue sports teams will receive what is left (1). Thus, resulting in not enough funds so programs gets cut, or like Marquette wrestling, finding the funds elsewhere through alumni or different fundraising events.

Thus, Title IX has achieved so much for women’s sports, but the unintended side effect is that male sports programs are being cut, resulting in fewer opportunities for males. President Clinton has promised stepped up enforcement of Title IX, in an educational standpoint, to assure that women have access to advanced math and science programs (2). “Though the only real evidence for lack of such “access” now is, as in sports, overall numbers showing higher participation by men” (2). Male programs are continually going to be in jeopardy because they are clearly the last priority and the answer to avoiding legal problems. People need to open their eyes and see the reverse discrimination and consequences that Title IX brings.
