Facility Management for Sport and Recreation

Temple University’s Independence Blue Cross Student Recreation Center (IBC) and Student Recreation Pavilion are extremely important parts of student life. Maintaining a safe environment for the people that use these facilities is of utmost concern. In order to guarantee the well being of our patrons, an effective risk management plan is needed. A solid program of managing risk also shows the University’s intent to act responsibly so as to decrease the risk of being subject to litigation. As facility managers, it is important to realize that we have a duty of care in the eyes of the law. If this duty is breached and in turn harm or injury is caused, the University is deemed negligent. A finding of negligence could have severe monetary penalties, therefore, it is in the best interest of the University to prevent such occurrences as best as possible.

Cardiovascular or Circuit Training Area

Temple’s IBC and Student Pavilion proved to be an overall safe place for student recreation, with the exception of some minor issues that need to be addressed. For the most part, supervision is excellent, with perhaps the small exception of the racquetball area. Lighting is good throughout the facility and nowhere does it cause dangerous shadows of glares. Employees in each section of both buildings are trained and constantly on the job. Signage is also used well, and in areas where is it more important, like the pools, it was also more evident. Another key element is that the facility, while on the small side, really has something for everyone.

Temple’s racquetball courts have areas of strength and some areas of weakness in terms of proper risk management. The courts themselves are very well maintained. The only issue there is the problem with the light switches. While the rules are clearly stated they do not appear to be strongly enforced. If Temple provided these racquetball courts with a little more supervision, the risk of danger and problems could be greatly lessened, if not eliminated from the small area.

The policies and procedures for the court were clear. Upon entering the basketball courts, signage demanded that only sneakers be worn on the court floor. Proper attire was also required in order to play. Again, supervisors were also present to make sure everyone was aware of the rules and regulations and followed them properly.

From the inside of the racquetball area, the view is unobstructed. This enables excellent supervision from the inside. However, there are no supervisors inside the racquetball area. The closest supervision comes from a desk across the hall. From this vantage point, it is not possible to see very much. Proper supervision needs to come from the inside of the court area. The only evident instructions were the rules of the game that were posted on each court. The IBC does not provide one-on-one racquetball training. Also on each court, safety is addressed. Eyewear is suggested, but not required.
