In contrast with the U.S Fish and Wildlife, state parks have had an incredibly hard time maintaining a budget putting them in constant financial turmoil. Their funds are generated from legislative regulated fees and taxes. This means whenever there is a budget crisis on the state level the state park is the first to be affected. This has forced state parks to search for alternative.

The U.S. Fish and Wildlife has had the most successful financial history. In 1937 a federal law diverted taxes on guns and ammunition to help protect wildlife habitat. In 1950 a similar law did the same with fishing equipment and state fishing license revenues (O’Toole). These two laws have enabled the U.S Fish and Wildlife to operate as a non-profit organization which allowed them to keep all fees collected as well as their habitat funds. Poor wildlife management has since forced them to search for alternative funding from state lotteries and income tax check offs.
