The Bay Colony’s government at the time was liberal, but not a democracy. Governor Winthrop thought democracy was the meanest and worst of all forms of government. Freemen, adult males who belonged to the Puritan congregations, annually elected the governor and representatives called the General Court. But only Puritans could be freemen. This system was meant to enforce God’s laws because of the colonists’ pious mind-sets. Because of this structure, non-believers were required to pay taxes for the church. The non-believers also were not allowed to vote in elections. Once again, this is highly hypocritical of the Bay Colony. The Puritans believed that they had fabricated a society in which all people could enjoy sovereignty, but in truth, they had formed a society in which people believing only in Puritanism will have freedom.
