There have been numerous complaints that the Russell Community had vacant housing that could accommodate the transitional tenants. After the Durham Housing Authority contacted the board members of the community about purchasing the homes, they were told that the property was not available.

During the investigation the Housing Authority realized that there was a matter with the Russell Community not wanting low- income families in their neighborhoods. The Director of the Durham Housing Authority, Mr. George Howell met with the chairmen of the Russell Community, Dr. David Freeman to discuss the matter and to find a solution that could work for all parties involved.

Russell community could not discriminate based on race or income levels. Dr. Freeman was offered the opportunity to return to his community discuss with them their concerns, rights and options. If an alternative agreement could not be devised, The Durham Housing Authority would have to report the Russell Community to the Office of Fair Housing and Equal opportunity.
