In November of 1981 President Reagan proposed the so called Zero Option, which was a scheme to eliminate nearly all intermediate range nuclear forces both on the NATO and Warsaw Pact sides from Europe. Zero Option appeared to be a public relations ploy to defuse the growing peace demonstrations in Europe because the Reagan administration knew that the Soviets possessed the most intermediate range missiles and thus would have to destroy the most therefore, they would reject it.
