The Problem: In the introduction to the book Massing tells how no other area of the United States social police has fail like the war on drugs. The budget for the drug war went from $1.5 billion annual budget to more than $17 billion. The U.S. has done many things to stop drug abuse and drugs from leaking into the country such as sending spy planes to other countries to monitor drug production, and to hire confidential informants to bust drug dealers. As a result more than 1.5 million people have been arrested for drug related offenses and the prison inmate total for drug offenders rose from fewer than 30,000 in 1980 to over 300,000 today. This has done little to the appetite for drugs in the U.S. and all that can be seen is a constant flow of a now purer form of the drugs that we have spent so muc

The Street; Buyers And Sellers: In this chapter Massing focuses on a particular drug dealer named Charlie. He describes the trouble that the police had encountered due to the tight meshed families of dealers that controlled Harlem. Charlie is a lieutenant in his drug family and specializes in the transportation of the drug from a “mill house” to their holding area near 110th street. Manning refers to the people, who actually sell the drugs on the street, as pitchers, these were the men who usually ended up getting arrested by the police and the rest of the group was off doing business as usual. Charlie was not a very hard drug user, he actually limited himself to only alcohol and pot. Massing also touched on where the customers actually come from to buy the drugs on 110th.

Washington; The Counterrevolution: In this section Massing tells a story of a family that was having problems with their eldest daughter. The daughter had had a birthday party and in the end the party was overrun by a horde of drunk stoner kids. The parents managed to get a list of all the kids who attended the paerty and notified the parents of these children. This story tells of how the parents all got involved in the lives of their children to try and persuade them into a different way of life. This chapter mostly covered parents try to cope and to solve the drug problems that affected their children. The parents mostly worked with the PTA and tried to deal with the growing number of head shops that catered to the drug problem with their children.

Washington; Dismantlement: This chapter talks of Dr. Jaffe and his new understanding that Nixon had gone overboard on the war on drugs and that he felt that his organization was slowly becoming forgotten. It also shows how it is simpler and more profitable to just arrest people and turn them into criminals rather that offer people help . it also reverts back to the efforts of the parents in trying to help their children to kick the drug habits. For the parents their sole concern was marijuana and not so much any other drug.
