Funding and policies against youth drug abuse have been key platforms for many local and national candidates throughout recent years. The underlying theme of keeping legal and illegal drugs out of the hands of our youth has been favorable to a public who generally wants to see our nation become more wholesome and family oriented. When looking at the last three presidential administrations policies and budgets for the war on drugs, much can be seen to reflect the overall concern of our nation as a whole. This issue needs to be tackled from north to south, which begins with our chief executive. As stated by our current president George W. Bush during the 2000 elections, “There is no substitute for presidential leadership, More than any other person in America, the President can set a tone, deliver a message, [and] lead a cause. This is a cause I will lead” www.usatoday/com/news/opinion/e2880.htm.

This message does not only need to come from our chief executive. State and local leaders need to put this topic at the top of their agenda’s. By curbing youth drug and alcohol dependence many millions of dollars can be saved in the areas such as crime prevention, poverty, and unemployment just to name a few.

Legislation, funding, and actions such as the ones mentioned all play a vital part in the gradual decline of youth drug and alcohol abuse in our nation. Through tough laws, public awareness, and government funding, these numbers should continue to decrease and display a new outlook for the next generation. Now we will investigate some individual prevention and awareness programs in order to analyze and evaluate its success. Our overall goal is to recommend or formulate a program of our own that best meets the needs of our community given the resources and constraints pertinent to its execution both at the local and national levels.

Another factor worth taking a look at is the gradual decrease in legal drugs used by the youth of our nation. Alcohol and Tobacco have both declined in the MTF 2002 survey. Alcohol has reached record lows in the history of the survey for both 8th and 10th graders. Rates also went down among students who binge drink (five or more drinks in a row).
