... world that's human at least, can be perfect. So maybe a "city on a hill" is a society that strives for perfection but in the end will never reach there goal, not because they can't, just because it's not possible. The saying a "city on a hill" ... would look up to. They thought that all they needed to create their perfect society was hard work and religion.
