The National Institutes of Health (NIH) has released in 1998 a guidelines proving that 97 million American adults have weight problems. Researchers have said either 55% of americans are indeed obese or partially overweight. So what does it mean to be fat? Based on BMI measurement or body mass index in order to be considered partially obese someone has to be at least 20% more than the ideal weight 2.
