             Society's view on social disorder is a valid point to address. If we as a society cannot fix the small things then what issues can be resolved at all? Mayor Giuliani's efforts to lower crime rates in Times Square were done by adding more police, seeking participation from community organizations and the participation of local residents. Initiatives such as the Operation Crossroads mentioned in the book Fixing Broken Windows (1996), chapter 4 "Taking Back The Subway: A Burgeoning Demand For Improving The Quality of Life Public and Private Initiatives ", by George L. Kelling and Catherine M. Cole it speaks of how Operation Crossroad was created to clean up Times Square, it addressed the Prostitution, hustling, gambling and drug dealing scams. The initiative at first incorporated an aggressive tactic from police officers to sweep up anyone involved in such crimes or near the area these crimes were committed. Unfortunately when the officers would leave these zones crime would just go back up. Police officers were known to be too aggressive. Having no distinct effect the policy was changed to try a better approach on crime prone areas (Kelling & Coles, 1996 P.104).
             The result to the Operation Crossroad had transformed to a positive one. Officers were taught to use "non-Coercive " techniques to deter bad behavior. George L. Kelling and Catherine M. Coles stated in chapter four that, "from December 1989 to December 1992, reported crime in the area dropped 42 percent " (Kelling & Coles, 1996 P.114). Learning new tactics and adjusting the way police handle the community issues will always shift. Working together and doing what need to be done is necessary to lower crime. .

             Mayor Giuliani combined community policing to the area to clean out the rest of the pornography. He also started initiatives to get rid of prostitution, and drugs which became a great success, he's known for lowering the quality-of-life crimes in Times Square (Bagli, 2010).
