The Percentages Agreement

 

The WWII produced a power vacuum in Europe into which both the USA and Soviet Union were drawn (Phillips et al. 2009). The meeting between Churchill and Stalin implies that both the leaders were concerned and looked forward to what could happen when Germany was defeated. At its height, the Nazi Germany conquered most the Europe, and when Germany would be defeated, this would leave larger part of the continental Europe without any meaningful administrations or governments. The conventional forms of governments in Europe had been discredited, particularly in the East of Europe where the resistances to the German conquests had been predominantly ineffective. .
             The WWII also devastated much of Europe's economy, and the Europe's industrial heart had been laid waste as more than 16m people were left as homeless (Phillips et al. 2009). Consequently, when Germany would be defeated, Churchill realised that Europe would desperately require reconstructions where both the USA and Soviet Union could bring alternative methods of economic recovery for the Europe. This could prevent disease, hunger, and facilitate keeping away any social disorder (Phillips et al. 2001). All these three individuals were dominating personalities who played substantial powers within their own countries. However, the power accorded Churchill and Roosevelt was conditional on the ballot box. Churchill contributed a significant role during the WWII and was capable of getting Stalin's agreement for the recognition of spheres of influence through the 'percentages agreement' of 1944, which was proved as an effective means to limit Stalin's actions after the WWII. .
             During the end of the WWII, the USA was at the verge of becoming the world's largest superpower, producing more than 50% of the globe's manufacturing outputs, owning a navy that was as big as the rest of the globe's combined navies, and possessing the only weapon of atomic bomb in the world, and this was demonstrated even before the end of the war (Todd, 2011) Therefore, Roosevelt demonstrated deep interest to fill the power vacuum in Europe when the Nazi Germany would be defeated by spreading the doctrine of democracy (Todd, 2011).
