Forces of Influence

She left town long enough to get a Harvard MBA, but she could not wait to return home to Arizona. The main ON Semiconductor facility has been a landmark for her since she was a child, and she even has several friends who are employed there. Therefore, Stakeholder A also has a compelling desire to bring jobs back to Phoenix and what she feels is a vested interest in the Arizona economy.
Stakeholder B is in stark contrast to stakeholder A. He has only visited the Phoenix headquarters twice. He has no personal interest in ON Semiconductor beyond the bottom line. What Stakeholder B brings to the table is a high degree of technical expertise. He has a bachelor's degree in process engineering, as well as a MBA. He was general manager, then CEO of a couple different semiconductor companies during the late1980's. Prior to that, he spent much of the previous decade as a process engineer. He is the first to admit that he is not the best at predicting emerging markets or the next hot product. However, Stakeholder B knows the technology inside and out. He has studied the process for every product line that ON Semiconductor produces. .
Stakeholder B also knows the capabilities of the fabrication facilities at IBM and Texas Instruments, probably better than many of the people who work there. He knows the capabilities and equipment set of COM 1 equally well. Stakeholder B has serious reservations about the ability to convert certain products to the COM 1 process. $600,000 has been earmarked for the transition, and six months worth of time. Stakeholder B has looked at the portfolio, and to his best estimation, it will be impossible to transfer nearly 2400 different devices in six months at any price. After analyzing the processes, the capabilities, and the magnitude of the task at hand, Stakeholder B is convinced that moving products from IBM and Texas Instruments to COM 1 is misguided and doomed to failure.
