             Fiber Used For Telecommunications.
             First generation optical networks were applied to the telecommunications industry for the high-speed, long haul backbone between IXCs. It was the highway that connected many slower transmission paths. In addition, telecommunication networks were designed for the constant payload of 64 kbps voice channels where a single voice transmission required the entire channel. Many 64 kbps voice channels were combined within a fiber optic. As these signals were required to travel long distances, fiber optics were an ideal solution for several reasons. .
             One is the transmission speed along fiber optics is much greater than the transmission speed along twisted pair wire. Another reason is the signal within fiber optics degraded at a much slower rate than the signal within twisted pair wires. This meant fewer devices would be required to condition and maintain the signal. This second reason made fiber optics an ideal transmission medium for the long haul networks between IXCs and transoceanic transmission. .
             Although this was expensive, fiber was laid as the backbone of the telecommunications network. The major cost with laying fiber optic cable is not the cable itself, but the physical deployment in terms of distance and geographical topography (ocean versus land) where the cable was laid. To accommodate future expansion of the telecommunications network, multiple fiber optic strands were installed because it did not cost much more to deploy multiple fiber optics relative to the cost of the fiber optic cable itself. They anticipated the growth of the telecommunications network for years to come, but they did not consider the introduction of computer networking and the worldwide acceptance and consequent explosion of the Internet. .

             At the time, the Internet was a small, self-contained project within the government.
