            What is collective ministerial responsibility? (5).
             Collective ministerial responsibility is the duty of ministers to agree on the policies of the prime minister and its government or else they are either sacked or have to resign.
             Secondly collective ministerial responsibility means that the government making the policy is held accountable for its actions and policies made. They also have to attend parliament to answer questions and justify their decisions made. He shall also take full responsibility for its departments actions and if any mishaps happen then he or she should resign, i.e. Estel Morris Education Secretary.

             Main functions of the cabinet are:.
             Controlling Parliaments agenda- set agenda for the discussions to take place in the meeting, normally operating on a weekly basis.
             Dealing with crises and emergencies- dealing with threats economically, domestic terrorism threats, it could be the solving of unexpected problems.
             Settling interdepartmental issues- disputes and arguments within the departments need to be settles and brought to the cabinet for judgement. It could be financial issues or conflicts between policies.
             Allocating government expenditure- setting the budget and allocation of expenditure in the financial years. Normally the job of Chancellor the Exchequer.
             Policy formulation- discussion over policies.
             Ratifying decisions made elsewhere.

             What Factors influence the prime ministers appointment of ministers? (15).
             The Prime Minister's appointment of ministers will normally be by the loyalty of his member, the extent to which the individual shares similar political and ideological views as those of the Prime Minister. The perceived skills of the person may also be important, as is their standing in the party. All these combined with any need to maintain a balance of political views in the government and to achieve party unity.
