If the United States felt good about winning this battle, the events in early 1948 would make them feel unsure as to the possible outcome of the April elections. In an effort to maximize their combined popularity, the Italian Communist Party (PCI) joined forces with the Italian Socialist Party (PSI) and became the known as the Popular Democratic Front (PDF). The outcome of this bold move quickly became realized as the PDF easily won a February municipal vote in Pescara with a ten percent increase in popularity from their previous vote in 1946, adding insult to the democratic cause the Christian Democrats finishing a distant second. This event rang the alarm in the Truman administration that more intervention had to be arranged if their goal of a democratic Italy was to be accomplished. .
The February elections in Prescara prompted the United States to begin a new strategy for defeating communism to ensure that the municipal elections would not act as an April premonition. To promote how much of a disaster voting communism would be in Italy, the United states portrayed the elections as the American way of life versus the Soviet way of life, a bold move considering most Italians considered themselves Italian as opposed to American or Soviet. The situation in Czechoslovakia during February of 1948 would hinder the communists and strengthen the American's push for democracy as the communist government in "Czechoslovakia had dissolved a group of non-communist cabinet members-(Hogan). The problem occurred when the coalition cabinet had boycotted a series of cabinet meetings over a dispute concerning the hiring practices of local police.
