             In the United States and Great Britain, the everyday linear unit's measurement has been the inch, foot, yard, and mile. Until l960, all U.S. measurements of length were taken from a standard meter. In l960 the meter was redefined in terms of wavelengths of light. In l983 it was again redefined as the path traveled by light in a vacuum.
             Sales of products or services impacted by weights and measures in the U. S. total over $4.5 trillion annually. This is 52.8 percent of the eight and one-half trillion dollar U.S. Gross Domestic product. The decisions of the NCWM affect retail food sales, retail sales, petroleum products, transportation, and chemicals.4.
             NIST, agency of the United States Department of Commerce, is the official central measurement laboratory of the federal government. They promote the use of precision technology by conducting research and providing facilities necessary for a consistent system of basic physical and chemical measurements and standards in the United States.5.
             NIST provides advisory and research services to all federal, state, and local governments by developing, producing, and distributing standard reference materials. NIST is also the principal agent for the development of federal standards for automatic data processing techniques for computer equipment, and for computer languages.
             The OWM is organized into four different programs: The State Laboratory Program provides the basis for ensuring traceability of state weights and measures to NIST. It also conducts training for meteorologists from the states, industry, and other countries.6 .
             The Device Technology Program develops procedures and conducts training on device testing for weights and measures officials. Program staff provides technical and administrative assistance to the NCWM.7.
             The Laws and Regulations program provides guidance and training to the states, Federal regulatory agencies, and industry on the model weights and measures adopted by the NCWM.
