            eLearning as Priority of the @LIS Programme: Linking Europe and Latin America on Information Society.
            
             The @LIS Programme, bridging EU and Latin America on IS issues.
             The cooperation programme @LIS-Alliance for the information society - is the result of the political dialogue between the Heads of State or of Government of the European Union, Latin America and the Caribbean held in Rio de Janeiro in June 1999 and aims at extending the benefits of the information society to all citizens in Latin America and at reducing the digital divide between those who have access to the new information technologies and those who are excluded from the information society. .
             The Programme objectives are:.
             Stimulate the cooperation between European and Latin-American partners.
             Facilitate the integration of the Latin-American countries in a global information society.
             Promote the dialogue between all players and users of the information.
             Increase the interconnection between Research & Development communities both regions.
             Meet the needs of local communities and citizens, as part of a sustainable development.
             Implement innovative applications that are duplicable, such as computer programmes, the installation of material or the set up of networks.
             As a main action, @LIS will devote 40 millions to the implementation of about twenty demonstration projects involving all categories of IT players and stakeholders from EU and Latin America in four areas: e-local governance, education and cultural diversity, e-public health and e-inclusion.
             In parallel, five horizontal lines of action have been planned and started their activities. Each of the projects will contribute to bringing closer the communities of players and users of the two regions and facilitating the integration of the Latin-American countries in a global information society.
             1. A first action known as "Policy and Regulatory Dialogue" aims to strengthen regional and sub-regional integration in Latin America and consolidate the relations between both regions by encouraging the dialogue on policies, regulation and e-governance; .
