Factors Affecting the Intraparty Democracy.
According to William Wright, if we can say one party has an element of democracy, then upper class people in the party cannot block the ideas and decisions of the lower class people in the party. If the leaders of the political parties do not listen to the ideas, needs and decisions of the lower-class, we can mention there is a democracy inside the party.
Parties which don't assimilate democracy inside of them, cannot encourage the democracy to the whole country. Therefore intraparty democracy is not a party's internal problem. Because democracy inside the party concerns people as well as governing primary source. The Turkish constitution regulates intraparty democracy in its 69th article and 1st paragraph. 'The activities, internal regulations and operation of political parties shall be in line with democratic principles. The application of these principles is regulated by law.' Therewithal political parties code regulates intraparty democracy in its 93rd article.
II. Factors Affecting the Intraparty Democracy.
There are lot of and different kind of factor that affect the intraparty democracy. Intraparty democracy's realization conditions and quality changes depending on these factors. Factors have to be put forward clearly for understand intraparty democracy concept exactly and to be put into practice.
a. Political Culture - Political culture is general culture's part that interesting state management, purposes of the state like that. Main elements are beliefs, values and emotional orientations.
b. Electoral System - Party and election are the most important elements in modern democracy. In terms of intraparty democracy the most favorable system is narrow region, the majority of the two-round electoral system.
c. System of Government -There is a very important relation between positive government system and intraparty democracy. Association of powers is inappropriate for terms of intraparty democracy.
