According to this, his opinion seems to be that it is better if marijuana remains illegal. On the other hand, he also criticises society because it is illegal. The quote of the previous paragraph is useful here as well; society is lying to people, cannabis is harmless, and people should be free and able to consume it if they wish to. That is one of the many times he complains about the lies of society, and concretely some organisations, such as the World Health Organization itself. Therefore, he is both criticising society because marijuana is illegal, but also because he believes if it was legal it would be bad too, which makes difficult to know what his real opinion about legalisation of marijuana.
In that same page there is a quote by Allen Ginsberg, which says that by making marijuana illegal, the government is saying that intelligent and sensitive people are criminals. Partway, it is true that by illegalising it, some people are automatically criminals, for doing something illegal, when in fact the only thing they are doing is taking a substance without harming anyone. Of course, there are limits, and, for instance, driving while being under the effects of marijuana is dangerous for other people, but so is alcohol, and that aspect is regulated. Comparing it to alcohol is a good way of seeing the double standards of society and governments. Why is it different with cannabis? Alcohol has side effects too, but it is not illegal. It is forbidden for people under age, which is logical; it is required to be fully conscious and mature when deciding to drink alcohol. It is assumed that adults who drink alcohol do it at their own risk, and that they are free to do with their body whatever they want. Besides, its negative effects could be fatal in children.
