Equality of opportunity is the chance for every individual to have the kind and amount of education that best fits his/her educations according to his/her wish and ability. People having ambitious and abilities, should have the chance to develop them, move up, have social mobility and take positions in society according to the education that they got related to their abilities. So when there is equality of opportunity, there is fair selection. When there is fair selection, there will be more chance for social mobility. Equality of opportunity should exist. It is fair for individuals and for their sake to develop their abilities regardless of their background. People must know that when they are in the right place, the society will function properly and more efficiently. They should utilize their abilities wherever they are, develop them and put them in the right place. Education must serve democratic purposes, it must give all boys and girls their chance and it must promote social solidarity through providing equal opportunity and through teaching the kind of morality that democracy requires. To improve the equality of educational opportunity there are many measures that will make it effective. The educational system should be organized to recognize superior abilities wherever they are found, to reward them, and to train them. This is what we mean by equality of educational opportunity. Equal opportunity does not mean identical opportunity. Children and young people vary in their abilities to take advantage of opportunity. Consequently, we must have different kinds of education for different kinds of people. .
For younger boys and girls, the common program of elementary education is capable of sufficient differentiation to serve pupils of various abilities. For boys and girls of high-school age, however, a variety of courses is desirable. Equality of educational opportunity means differentiation of educational opportunity.
