How the United Nations Failed Rwanda


General Dallaire received information that Hutu Government officials had a huge stock full of weaponry and Dallaire requested the UN department of peacekeeping for authorization to raid the stock of weapons that was headed towards Hutu militia Interhamwe (Adelman, 1999). The UN Undersecretary-General for Peacekeeping at the time, Kofi Annan, denied General Dallaire authorization to act and told Dallaire to talk to the Hutu government, that same government that was planning the campaign against Tutsis and had ties to the Hutu extremist militias.  The Secretary General, however, has come under significant criticism for failing to pass on reports and information before and during the Rwandan genocide (Barnett, 2002). The United Nations ignored the alarming warning from General Dallaire and his informants. To make matters worse for General Dallaire and the Rwandans who were unsafe, the United Nations denied authorization to raid the cache of weapons (Dallaire, 2004). The United Nations had all the evidence and information about a conspiracy to exterminate the Tutsis. .
             The mandate allocated to United Nations Assistance Mission for Rwanda (UNAMIR). (United Nations Assistance Mission for Rwanda (UNAMIR) was originally established October 5th, 1993, to help implement the Arushu Accords signed by both Rwandan parties (UN, 2001). UNAMIR was insufficient for the tension that was in Rwanda, especially after the warnings made to the United Nations about the potential massacre of Tutsis. UNAMIR was given a mandate to help guide and overlook the Arusha Accords. The Arusha Accords were a set of 6 different protocols signed on August 4th, 1993 in Arusha, Tanzania, by the Government of Rwanda and Rwandan Patriotic Front, in order to end the 3 year the Rwandan civil war and bring peace. The mandate is made very limited by the UN. Before the genocide, early warning by General Dallaire and his plead to expand the mandate went ignored and rejected many times (Des Forges, 1999).
