The cruelty inflicted by the government in the name of the state's greater good, already past its limit and it makes people try to rebel and deny government's authority. Rebelling effort rises up in the districts, makes the government inflicts more fear and violence to the people to stop the rebel wave. The clash of these opposing interests is apparent through the fact that rebellions started to become an urgent matter inside of Panem. Therefore, it is safe to say that there is a struggle of power dynamic between the government and the governed. .
The chain of action and reaction of the struggle started when the main actress, Katniss Everdeen (Jennifer Lawrence) from District 12, volunteered for her sister and become a tribute in the 74th Hunger Games. At the end of the Games, she "threatened" to kill herself and her district-partner as well as her supposed-lover, Peeta Mellark (Josh Hutcherson) if the Capitol insists on its one-victor-only rule. The stipulation gave the Capitol two dilemmatic options, crowns both of them as the winners and fulfills the entertainment purpose of the Games or stick with the rule with the consequences of public resentment toward the Capitol. Because of public demand at that time, the Head Game-maker, Seneca Crane (Wes Bentley) finally relented to the stipulation.
Unbeknownst to her, her act creates a spark of hope throughout the country. Her act of defiance suggested that the unyielding government in the Capitol could be swayed out of its set ways with a clever trick. It gives the image that the Capitol is permissive, forgiving and easy to challenge, while in case of preventing a revolution, those images are ones to be avoided the most. Since then, Katniss becomes the symbol of the new rebellion against the Capitol. Because of her action and its impact to the society, the Panem now sees Katniss as a threat. She becomes a threat to the state by being a hope in the middle of government effort to instill fear in its people.
